Do we need a permit in San Francisco?

Grab bars, handrails on existing stairs and threshold ramps usually don't. Permanent exterior ramps, platform lifts and door widening in bearing walls usually do. Your installer pulls it and includes it in the quote.

How fast can it really be installed?

Grab bars and portable or threshold ramps: often within 48 hours. Modular ramps and straight stair lifts: typically within a week. Curved stair lifts need a custom rail and take 2–4 weeks.

Will a ramp fit on a San Francisco stoop?

Often yes with a switchback platform. When the rise is too high for the lot, a vertical platform lift takes about a 5×5 ft footprint.
